BIQAIN STRATEGY – Bizkaia Quantum Advanced Industries

Bizkaia is committed to promoting the knowledge and application of quantum technologies as a lever for social development and competitiveness for businesses and the region.

In 2021, the first pillars of our strategy took shape through an action plan aimed at driving and revitalising a specialised and cutting-edge competitive ecosystem for quantum technologies applied to industry. This integrated the existing ecosystem and established the first frameworks for collaboration with technology and industrial companies committed to the use of quantum technologies and to the development of innovative projects in this field.

In 2024, we are presenting our BIQAIN strategy as a priority project for the legislative term, providing a governance model and resources that enable us to continue progressing in:

  1. Developing quantum technologies and skills to serve industry and society.
  2. Providing the ecosystem with infrastructure, knowledge and services to foster the development of use cases applied to industry.
  3. Promoting the development of collaborative business projects.
  4. Attracting projects, companies, talent and investment.
  5. Positioning Bizkaia as a leading hub for quantum technologies applied to industry.
  6. Participating in the development and promotion of the Basque Quantum alliance.
  7. Participating in the development and promotion of other quantum alliances and strategies such as Quantum Spain and the European Quantum Flagship.

CALL FOR AID APPLICANTS

This call forms part of the BIQAIN strategy - Bizkaia Quantum Advanced Industries, which aims to enhance the competitiveness and innovation of companies in the Historical Territory by supporting projects related to quantum technologies.

The purpose of this call is to support industrial research projects that implement quantum technologies in companies, providing access for beneficiary companies to value-added services through a network of quantum experts familiar with strategic sectors.

Access will also be provided to state-of-the-art quantum infrastructures and platforms to carry out use cases that enhance business competitiveness.

Eligible projects are those defined as industrial research in the call and may include the following categories:

  1. Search for algorithms and use cases that apply quantum computing and simulation technologies, or use quantum-inspired solutions and quantum computing emulators.
  2. Exploration of the applicability of quantum communications and cybersecurity.
  3. Exploration of the applicability of quantum sensing and metrology.

All entities that meet the beneficiary requirements set out in this call may apply:

  • Entities with a registered office or tax address in Bizkaia, or that carry out the project at a workplace in Bizkaia with at least five employees, in line with the terms of the call.

  • Having at least one workplace in the Historical Territory of Bizkaia where the project is carried out.

  • All types of companies and activities associated with the CNAE, as described in the call.

  • Having a minimum workforce of five people, except for newly established companies under the conditions set out in the call.

This call is governed by a simple competitive process and will remain open until October 2025 or until the budget (allocated resources) for the period has been exhausted.

Applicant entities must comply with the terms set out in the call.

  1. Maximum budget per project: €300,000 (excluding VAT), including the aid.
  2. Each company may submit one project per year (two in exceptional cases).
  3. The aid may cover up to 50% of the budget, which may be increased.
    • In-kind contributions may cover up to 50% of the maximum project budget.
    • This percentage may be increased by 10% for medium-sized enterprises and by 20% for small enterprises.
    • An additional 15% increase may apply if project results are made publicly available.
  4. The aid will be provided in kind (talent and knowledge services, and access to platforms and infrastructure).
  5. The maximum project duration is one year from the date of approval.

DEADLINES AND APPLICATION

This call is governed by the simple competitive procedure. The application period opens on 15 May 2025 and will remain open until the budget is exhausted, with a final deadline of 31 October 2025.

Applications must be submitted via the LANTIK S.A.M.P. website using the application form will be made available at https://lantik.bizkaia.eus/en/biqain-application-form from 15 May.

Applications must be accompanied by the required documentation as stipulated in the following provision, using the same form and including the signed annexes specified in the call.

Each entity may submit one project per year/per call as per the specifications provided within it.
