Lantik came up with the idea to transform the oversight and governance system of the operations of systems that provide a service to the Provincial Council and to natural and legal persons with interests in Biscay, from monitoring elements of the ICT infrastructure to governing digital public services, on the one hand, and abandoning reactive actions when problems arise to adopt other proactive solutions that avoid them.

The governance of information and communication systems of the Provincial Council of Biscay has historically been undertaken from a pre-eminently technical standpoint, but through this project we have taken a very important step in achieving good governance, placing people at its heart; in other words, focusing on the different services provided to the group made up of the people who attend to the ICT systems and those people who use them, whether public servants or natural and legal persons.

In addition, the use of artificial intelligence and machine learning techniques has allowed us to change from a mode of governance of what is happening at any given time to another which, as well as catering for the present, also caters for the future, by foreseeing scenarios that may arise so as to anticipate when taking improvement actions that avoid future risks.
